How Oracle Taleo Reads Your Resume
Taleo has a reputation for mangling resumes, and the reasons turn out to be structural rather than mysterious. Oracle does not ship resume parsing in the box — it appears only when an employer switches on a third-party partner integration — and the attachment limit it does ship is one megabyte, changeable only by raising a support request. So there is no single Taleo behaviour to format for, and the size ceiling is far lower than anyone tells you.
What Oracle Taleo accepts

Uploads accepted up to 5 MB.
That is the ceiling, not the setting you will meet. It ships at 1 MB and only an employer who asked the vendor to raise it has anything higher — so assume the lower number.
Varies by employer — Oracle's own release notes state that the resume partner integration must be enabled before parsing works. The partner is chosen and configured per customer and is not named in public documentation, so two employers on Taleo can behave completely differently.
Where the partner integration is enabled, uploading a resume causes the extracted data to be displayed on the New Candidate page, and a preview of the resume is shown so the information can be reviewed and verified.
Oracle also documents an “Exclude from import” option that omits parsed data from the Skills and Qualifications sections when the candidate record is created.

What trips people up here
The default size limit is 1 MB, and raising it takes a support ticket
Oracle ships Taleo with an attached-file maximum of 1048576 bytes — one megabyte — and marks it a protected setting: changing it requires the employer to raise a service request with Oracle Support, which an Oracle representative then validates. The documented ceiling even after that is 5 MB per file. One megabyte is nothing for a resume built in a design tool, where a single embedded headshot can spend it, and almost nothing published about Taleo mentions the number.

Oracle's readiness documentation says the resume partner integration must be enabled for parsing to happen at all. Parsing is an add-on the employer configures, not a feature of the platform, which is why advice about “how Taleo reads resumes” is unreliable by construction — it depends on a vendor choice you cannot see from the outside.

Oracle lists the formats the system supports, then states that system administrators define which of them are actually available to users. The list on the page in front of you may be much shorter than the list Oracle supports, and PDF is not guaranteed to be on it.

Oracle's documented formats include spreadsheets, WordPerfect, Zip archives and even an “Any File Format” option. Breadth is not an invitation: the plainer the format you choose from what the employer offers, the fewer ways there are for the text to arrive scrambled.

Take the plainest format offered
Because the parsing partner is unknown and configurable, the safest file is the one with the fewest ways to go wrong: a linear, text-based document rather than anything exported from a design tool.
Do not assume PDF is available
The administrator controls the list. If the upload control only offers DOC and RTF, that is a deliberate configuration and not a bug — have a plain alternative ready.
Read the preview if you get one
Where parsing is enabled, Oracle displays a preview specifically so the extracted information can be verified. That screen is the only direct look you get at what the system understood.
Expect to re-enter things anyway
With no guaranteed parser, Taleo applications frequently ask for a full manual work history regardless of the file you attached. Budget the time rather than rushing the form.

What is the file size limit for a Taleo resume?

Why does Taleo have such a poor reputation for reading resumes?
Largely because there is no single thing to have a reputation about. Parsing quality is supplied by a third-party integration chosen per customer, so experiences vary enormously between two employers using nominally the same product, and the worst configurations set the tone.
Is Taleo the same as Oracle Recruiting Cloud?
No. Taleo Enterprise is the older platform and Oracle Recruiting Cloud is the modern successor. Oracle documents them separately and they behave differently, though both are commonly called “Taleo” by applicants.
How the rest of them read a resume
SmartRecruiters
SmartRecruiters accepts PDF, DOC, DOCX, RTF, JPG and PNG at 2 MB per file, and its CEO named Textkernel as the parsing engine — whose own documentation warns about PDFs more bluntly than any resume blog does.
Ashby
Ashby accepts PDF, DOC and DOCX up to 50 MB but does not support Markdown. Its docs name the two reasons a resume fails to parse, and its better parser is an opt-in feature some employers never switch on.
Workable
Workable accepts PDF, DOC, DOCX, RTF, HTML and ODT for a resume, with a 5 MB ceiling — while other attachments on the same form are allowed four times that size.
Manatal
